Our Community and Employment Services (CES) Waiver program offers a compassionate alternative to institutional care. Through CES Waiver Services, eligible individuals can opt for more autonomous living arrangements, receiving personalized support in their chosen environment. It’s a liberating choice for thousands of Arkansans currently benefiting from the program.
Community and Employment Supports (CES) Waiver is a program designed to assist people with developmental disabilities so that they can live in a home of their choice and have a participating role as an accepted member of their community.
The CES Waiver program takes a person-centered approach to reach maximum growth potential toward independence. The planning, coordination, and implementation of support services are based on the individual’s needs, desires, and wishes for the future.

We work with the Provider-Led Arkansas Shared Savings Entities (PASSE) providers to create personalized care and service plans. Current providers include:

Qualifications
The CES Waiver program serves children and adults with developmental disabilities who received a diagnosis before the age of 22. To qualify for services, the individual must receive a primary diagnosis of:
- Intellectual disability with an IQ of approximately 70 or below
- Epilepsy (seizure disorder)
- Cerebral Palsy
- Autism
- Other related conditions diagnosed by a qualified professional.
The individual must have substantial functional limitation in three or more of the six areas of major life activities.
